Utah Governor Herbert Proposes Sales Tax Changes in Budget Proposal

With sales tax revenue decreasing steadily over the past decades, Governor Herbert noted the bleak future of sales tax revenue if change does not occur. In the released budget recommendations, the Governor proposes that the state modernize its tax structure by broadening the sales tax base and lowering the tax rate.” (p7). It is an effort to bring the state more in line with a modernized economic structure. He notes that the current structure functions as a regressive tax and affects lower- and middle-income households more than higher income households.
